Ten kings who yet have no territory and will exercise power together with the beast. Revelation 17 describes the future version of the final state of this world. Actually, it’s not particularly mysterious, because the Bible’s prophecies, combined with observable reality, create an easily recognizable picture.
Strange 10 Kings
The prophecy according to Revelation 17 describes a seemingly complicated succession of several beasts. Just as the ancient world empires described in Daniel 7 are depicted as beasts, these beasts in Revelation 17 also represent political entities, or states (Info). In addition to the beasts, 10 kings appear in this description. However, these are not described in detail. Nevertheless, the few details about these kings contain various details.
Revelation 17:12 describes the 10 kings as follows:
“And the ten horns which thou sawest are ten kings, which have received no kingdom as yet; but receive power as kings one hour with the beast.“
Striking characteristics are that they “have not yet received a kingdom” and will attain “power like kings.” Another description is the duration of their effect: one hour.
The ten kings are depicted as ten horns. These are located, as Revelation 17 also depicts, on the seven heads of the beast (Revelation 17:3).
“So he carried me away in the spirit into the wilderness: and I saw a woman sit upon a scarlet coloured beast, full of names of blasphemy, having seven heads and ten horns.“
Kings as horns of the beast

These horns are thus a component of the seven-headed beast, a state power. Kings without a kingdom and the emphasis on “LIKE kings” are further clues. It should also be noted that this beast no longer has any crowns, as was the case with the beast in Revelation 12 (crowns on its heads) and the first beast in Revelation 13 (crowns on its horns). Crowns symbolize a form of rule with real kings. If these crowns are missing, but a government is nevertheless formed, then it is a non-monarchy, such as those that have been gradually introduced since the beginning of the 19th century. In the form of democracies or republics.
The trigger was the French Revolution, which abolished the monarchies that had been taken for granted in Europe until then, first in France. The United States is considered the first modern democracy. Founded in 1776 and receiving international recognition from 1798, it was precisely the same year that Pope Pius VI was removed from his political office (Info).
The crowns on the animal heads (Revelation 12) and on their horns (Revelation 13) disappeared one after the other, finally being presented without crowns entirely in Revelation 17.
Kings, whether as “true kings” in a monarchy or as “quasi-kings,” have the quality of absolute rule. Thus, this characteristic can also be attributed to the 10 kings announced in Revelation 17. Furthermore, these “pseudo-kings” do not possess their own territory and will only receive it upon their “activation.” Since the kings are the horns of the beast, this also indicates that these 10 kings will merely be vassals of the seven-headed beast.
Very short reign
Verse 12 also describes the reign of only one hour, together with the beast. This period is certainly symbolic, but it makes it clear that this joint reign will be very short. Based on prophetic time (year-day principle – Info), it is specifically 15 days. Revelation 17:13 provides further information:
“These have one mind, and shall give their power and strength unto the beast.“
These 10 (pseudo-)kings will hand over their power to the seven-headed beast. This is a further indication that these kings will have a purely administrative function, as henchmen of the beast, in the form of absolute rule, without even their own territories, but only assigned ones.
Interim report on the 10 Kings
- The 10 kings are not “real” kings.
- Their respective form of rule is absolute, but not a monarchy.
- The 10 kings are assigned territories.
- The actual ruling power is the 7-headed beast.
- The reign is very short.
The (actual) goal Tier & 10 Kings
Since Revelation 17 is not limited to a specific area, and the preceding descriptions in the respective chapters, especially chapter 13, also speak of global events, the ten governmental territories of the pseudo-kings also represent a global event. The world is thus divided into ten political governmental territories, each ruled by a ruler chosen and led by the Beast. A form of government that has never existed before, at least on a global level. A new world order, or rather, a new world order.
While, as the media has been saying for quite some time, “propertyless humanity” is comfortable in its own happiness, or so the announcement goes, the Beast and his vassal kings are pursuing a central goal. Described in more detail in Revelation 17:14:
“DThese shall make war with the Lamb, and the Lamb shall overcome them: for he is Lord of lords, and King of kings: and they that are with him are called, and chosen, and faithful.“
Final persecution of God’s people

“The Lamb” is none other than Jesus Christ. Yet neither the Ten Kings nor the Beast can literally persecute Jesus Christ, let alone wage actual, tangible war with Him. Therefore, as is usual in Revelation, the warfare with the Lamb is symbolic (Info).
It is thus the remaining people of God who are the actual target of the Beast and the Ten Kings. Jesus Christ identifies with His own people. Whoever persecutes His people is thus persecuting Jesus Christ Himself. Paul, then still Saul, was privileged to experience this in Acts 22:6-8:
“And it came to pass, that, as I made my journey, and was come nigh unto Damascus about noon, suddenly there shone from heaven a great light round about me. And I fell unto the ground, and heard a voice saying unto me, Saul, Saul, why persecutest thou me? And I answered, Who art thou, Lord? And he said unto me, I am Jesus of Nazareth, whom thou persecutest.“
Revelation 12:17 also clearly describes who the ultimate target of God’s great adversary will be:
“And the dragon was wroth with the woman, and went to make war with the remnant of her seed, which keep the commandments of God, and have the testimony of Jesus Christ.“

Visions of 10 government areas worldwide
Just as all the fulfilled Bible prophecies to date have been observable and tangible “somewhere, somehow,” so too will the few remaining predictions be seen in reality when they are fulfilled. This also applies to the “guessing” surrounding the reigns of the 10 pseudo-kings. Such a vision already exists. At the very least, this idea holds the great potential that these are indeed the already “reserved” divisions for the still “waiting” kings.

As early as 1973, the “thinkers” of the club founded in Rome in 1968 (headquarters in Winterthur, Switzerland, Source) were arguing about the future of humanity. After all, it is primarily about the available resources and the growing number of people living on earth.
This coexistence of humanity must also be “tightly organized.” So the club members devised a division of the world into 10 governmental territories. Well, just as chance would have it. This constellation could certainly be a reality, but it doesn’t have to be. What is certain, however, is that the world, as described in Revelation 17, will be ruled by 10 kings, headed by a seven-headed beast.
The final judgment follows promptly
The reign of symbolically one hour (possibly 15 days) is truly very short. The goal of establishing a newly ordered world appears to have been achieved. All that remains is to finally get rid of the annoying adversaries who still cling to the gospel and thus to God’s laws. In these few days after the seizure of power over the world divided into 10 regions, the final test of those still faithful to God takes place. Every person, regardless of whether they are actively involved in everyday politics or not, reveals themselves through their own visible behavior. This also applies to the people of the remaining people of God. This does not require seemingly endless months or even years. What comes next follows in rapid succession.

Now that everything has been decided, there’s no reason to wait for anything else (what exactly?). The process described in Revelation 17 already reveals that the ten kings will destroy the woman (the harlot) riding on the seven-headed beast (Revelation 17:16). This woman represents a religious entity, a church. Described as a harlot, she symbolizes a church that has completely apostatized from the gospel and has its own, even blasphemous, teachings. This implies that by this time, the first plagues of the seven last plagues (Revelation 16) will have already fallen. They recognize their error and that they have been deceived by this ecclesiastical-state power (woman and beast). But it is too late.
There follows a final rebellion through a final deception (Armageddon), but then the final, all-destroying plague. Revelation 18 also describes the judgment on Babylon, in which, along with the merchants (“the great ones of the earth,” Revelation 18:23), these ten kings will also receive their share.
For all nations have drunk of the wine of the wrath of her fornication, and the kings of the earth have committed fornication with her, and the merchants of the earth are waxed rich through the abundance of her delicacies.
